Allegheny Family Network is a “Family Run” non-profit organization serving Allegheny County. As a “Family Run” organization AFN is staffed by family members (parents or caregivers) with lived experience who have raised or are raising a child with mental health or emotional needs. ​Through peer-to-peer support, education, and advocacy, we partner with families of children with behavioral health needs to improve their quality of life.

Job Summary

The Chief Executive Officer (CEO) is the representative of the Allegheny Family Network to all financial institutes, all funders (local, state, and federal), auditors, insurance companies and brokers, providers, community programs, and to the families AFN serves. The CEO reports to the Board of Directors. The CEO will be responsible for the financial wellbeing and oversight of the organization. CEO is responsible to inform the Board of Directors with financial reporting on the status of AFN finances and all pertinent information concerning the strategic plan and staying within the mission of AFN. The CEO oversees and supervises the Executive Team at AFN to ensure they are doing their jobs and responsibilities as an executive team member.

Purpose of Position
To create the environment for the leadership, direction and growth and development of AFN; to ensure that products and services respond to the needs of the community and persons served; to create appropriate linkages and actions externally as well as strong operations throughout the (agency) to achieve our programmatic and strategic outcomes. 

Requirements
The Chief Executive Officer must:

  • Have direct experience raising or having raised a child with a mental health or behavioral concern.
  • Be able to travel locally, out-of-county, and nationally as needed. Must possess a PA Real ID or passport to travel.
  • Obtain current, successful Pennsylvania state, child abuse, and FBI clearances, and have no report on the National Registry of Sexual Offenders.
  • This is a salaried position that is exempt from overtime pay. 
Qualifications
  • Bachelor’s degree with a minimum of six years related experience including program management and supervisory experience or graduate degree with three years related experience including program management and supervisory experience preferred. 
  • Prior experience leading a nonprofit preferred.
Specialized Skills
  • Knowledge of the mental health system and other Allegheny County child-serving systems gained by parenting a child with mental health issues.
  • Proven experience in developing budgets, marketing plans, fundraising, grant writing and managing staff.
  • Strong leadership and organizational skills.
  • Ability to find creative solutions to problems/issues.
  • Strong computer skills.
  • Ability to prepare clear, concise reports and effectively communicate orally and in writing with or without accommodations.
  • Sensitivity in relating to persons of varying backgrounds, demonstrated ability to work with diverse groups of people possessing various strengths, aptitudes and abilities.
  • Ability to perform job responsibilities with a high degree of initiative and independent judgment.
  • Practical and creative problem-solving skills.
  • Entrepreneurial spirit and passion for serving community needs.
  • Ability to follow the direction of the Board of Directors.

Principal Accountabilities

Essential Functions:

1.      Adheres to the Agency’s philosophy which includes the mission, cause and core values.
         A.     Conducts self in a manner that respects clients and staff.
         B.     Is a role model for AFN’s philosophy and guiding principles
         C.     Ensures that services are flexible, responsive and meet the needs of the clients.

2.      Demonstrates strong leadership qualities and is a leader in the community.
         A.     Participates with appropriate community, regional and/or state-wide boards and organizations to achieve strategic goals and objectives.
         B.     Assures participation of staff on pertinent regional or state level work groups/committees/boards.
         C.     Stays abreast of local, regional, state, and federal issues impacting industries and segments served.
         D.     Maintains positive professional relationships with clients, referral sources, consumer groups and other community service providers.

3.      Directs and manages the strategic planning process for AFN, understanding the regional/national environment and looking for product/service niches that could foster the agency’s mission.  Develops relationships and linkages to achieve strategic and client goals.  Assures that client service and business management functions are developed and managed appropriately.
         A.     With an appropriate level of input from various stakeholders and persons served, works with staff and board to develop a strategic plan.
         B.     Provides leadership in exploring and pursuing opportunities that respond to existing or emerging needs.
         C.     Assures that goals and objectives of the strategic plan are updated annually.
         D.     Prepares action steps to support the annual goals and objectives.
         E.     Submits a list of annual agency performance measures to the Board of Directors for approval.
         F.     Reports quarterly on the progress of strategic goals and performance measures.

4.      Assures high quality service delivery.
         A.     Oversees the day-to-day operations of the organization and development of systems to monitor activities and effectiveness of each project.
         B.     Provides the framework for successful completion of client deliverables on time, every time and within budget.
         C.     Reviews quarterly outcome reports and utilizes outcomes information to make service improvements.
         D.     Reviews satisfaction/feedback data from programs and client projects and uses satisfaction/feedback data to improve programs.

5.      Maintains a qualified workforce with a high level of employee morale and workplace satisfaction.
         A.     Responsible for hiring, training and evaluation of all staff.
         B.     Orchestrates the organizational and professional development process for the agency and its staff; outlines key roles and responsibilities for personal and professional development; ensures staff development goals are in line with the agency mission
         C.     Responsible for implementing disciplinary action and termination of staff as necessary.
         D.     Oversees the periodic administration of employee satisfaction surveys.
         E.     Reviews staff exit interview data to identify systematic issues and themes that need to be addressed.
         F.     Attends to staff concerns raised through various avenues.
         G.     Utilizes student interns and volunteers to support operations as needed.
         H.     Ensure agency has all applicable HR related policies and procedures document, enforced and periodically reviewed.
         I.       Ensure agency has insurance and benefits to offer employees.

6.      Oversees the administrative operations of the agency, including financial and information systems.
         A.     Responsible for the sound fiscal management of the Agency including  budget preparation and monitoring of fiscal operations.
         B.     Assures that appropriate financial systems and reporting are in place and that internal controls are adequate.
         C.     Assures that information systems are current and integrated properly to adequately meets the needs of the Agency.
         D.     Assures that facilities are appropriately maintained and that a safety program is in place.
         E.     Ensure all appropriate policies and procedures are documented, enforced and routinely reviewed and updated.

7.      Implements an effective fundraising/communication/public relations program that projects a positive image of AFN
         A.     Oversees the preparation of an annual marketing and communication plan.
         B.     Achieves annual fundraising objectives.
         C.     Develops and maintains an ongoing program promoting visibility of the organization in the community/region and with appropriate internal and external stakeholders.
         D.     Markets (agency) products and services through speaking engagements, public relations efforts and other “visible” avenues.

8.      Supports the Board of Directors in its responsibility to govern the organization.
         A.     Serves as ex-officio member of the Board of Directors.
         B.     Assists with the planning and administration of board meetings and acts as a resource person and staff support to the Board.
         C.     Keeps the Board President apprised of critical issues impacting the agency.
         D.     Takes a lead role in the orientation of new Board members.

9.      Demonstrates commitment to ongoing professional growth.
         A.     Pursues professional development opportunities to broaden knowledge base and understanding of leadership and administrative best practices.
