Job Summary:
This position will manage the HR support the organization needs to maintain a safe and well-functioning Human Resources Department. AFN is a Family Organization which means that everyone we hire has children with mental health or behavioral needs. We are unique because we have “Lived Experience” raising a child with these concerns. AFN is currently the largest Family Organization in the Commonwealth. We are not Fee for Service. AFN is a non-profit, Program Funded organization. Our contracts come from the Allegheny County Department of Human Services, Community Care Behavioral Health, Foundations, and AFN’s Statewide Program (called PA Parent and Family Alliance). We employ staff across the state with funding from federal, state and county contracts. This position will fulfill the job responsibilities of a Human Resource Generalist and is an exempt position.
This position would report directly to the Chief Executive Officer.

Physical effort for this position will require clear speech, hearing, walking, typing, manual dexterity, and writing and reading ability and comprehension.
Work Environment and Conditions:
Work is detail oriented and can be fast paced and requires excellent analytical and decision-making skills. Work requires high visibility and accessibility to all. Work is performed in AFN offices at the main office and may be needed at AFN – North office occasionally.

Requirements for Employment:
- Have direct experience raising a child with a mental health or behavioral concern (regardless of the child’s current age).
- Possess a current Pennsylvania driver’s license and daily use of a reliable vehicle.
- Be able to travel locally, out-of-county, and nationally as needed.
- Obtain current, successful Pennsylvania state, child abuse, and FBI clearances, and have no report on the National Registry of Sexual Offenders.
Qualifications for the Position:
- Bachelor’s degree in human resources, business administration, or a related field
- 2-5 years of non-profit human resources experience
- Experience with ADP – HR and Payroll systems preferred
- Proficiency with Microsoft Office (Microsoft Excel, Microsoft Outlook)
- PHR or SPHR certification preferred
HR Generalist Qualifications and Skills:
- Demonstrated knowledge of the human resources field
- Understanding of state, federal and county employment regulations
- Compliance and quality for the standards of AFN contracts
- Understanding of personnel and compliance records management
- Strong analytical and problem-solving skills
- Excellent written, verbal, and interpersonal communication abilities
- Ability to maintain confidentiality
- Experience with the yearly appraisal processes for employees
HR Generalist Job Responsibilities:
- Provide personnel, policy, and procedure guidance to employees and management through the Employee Handbook.
- Maintain up-to-date knowledge of federal, state and county employment law and compliance requirements.
- Assist our Finance team with HR related payroll questions and documentation.
- Coordinate open enrollment, qualifying event changes, and training on employee benefits programs.
- Respond to human resources-related inquiries.
- Create and distribute internal communications regarding status changes, benefits, or company policies.
- Administer new employee on-boarding and orientation and update current process as needed.
- Develop and maintain talent management processes through JazzHR platform.
- Coordinate the interview process for new staff.
- Monitor employee morale and company culture and make recommendations for improvement.
- Collaborate with the Executive Team to develop effective recruitment strategies.
- Identify future staffing needs.
- Review any employee complaints or concerns and make recommendations for resolution.
- Maintain employee personnel records in the HR- ADP system.
- Conduct exit interviews and recommend corrective action when necessary.
- Maintain staff training process and gather or produce all certificates of training for personnel file.
Other Position Expectations:
- Timely renewal process and the execution of benefits to employees
- Timely expectations for job related responsibilities
- Maintain updated policies and procedures with Board of Director approvals
